McKinney Housing Authority

The McKinney Housing Authority (MHA) is honored to celebrate the groundbreaking of its new neighborhood community – Merritt McGowan Manor. MHA is one of many housing authorities that are converting all of its public housing properties to the Department of Housing and Urban Development’s (HUD) Rental Assistance Demonstration (RAD) program. RAD allows public housing agencies to leverage public and private debt and equity in order to reinvest in the public housing stock. This is critical given the $25.6 billion backlog of public housing capital improvements. Carleton Development is MHA’s partner in this effort. Together they were able to secure a partnership with Enterprise Community, Bank of America and the McKinney Community Development Corporation (MCDC) to close the deal. The new property will replace the original 86 units with a new energy efficient 136 unit property. The property is expected to come online in the fall of 2019. The property will have both tax credit and RAD units. The property is one more step in fulfilling the mission of the authority and will serve as a transition solution for the low to moderate income in the community as we seek to enhance their quality of life.
